Following a pilot phase that ended in 2023, the continuation of the Circular City Centre - C3 was launched on 18 April 2024 at the WCEF2024 in Brussels. C3 is now planned to continue with a scaled up and enhanced offer of services up to at least the end of 2027 with support from the European Commission under the InvestEU Advisory Hub.

C3 is a competence and resource centre at the European Investment Bank (EIB) that supports EU cities in their transition to a circular economy. Recognising the role of cities as cradles and catalysts of circular action and change, C3 helps cities make circular progress and identify and prepare impactful circular projects for financing.

C3 supports cities by providing:

1. guiding documents on relevant circular topics and other tools for awareness raising and mobilisation, such as e-learning tools, on-line courses and case studies;
2. circular knowledge sharing and dissemination, such as webinars and roundtable;
3. three different bilateral Circular City Advisory programmes helping cities advance in their circular transition, adapted to their level of circular progress; and
4. Circular Project Advisory supporting cities develop their circular projects towards financing and implementation.

All C3 services are provided free of charge to municipalities and other public sector promoters acting on their behalf. The awareness raising and knowledge sharing C3 activities are open to all who want to learn more about the different opportunities offered by the circular economy implemented in an urban context.
